1. When an item comes into an international airport, it will come under one of several categories.

  • personal use or non-personal use
  • donated or commercial

If the item is for personal use, it can get released as easily as when you receive something by mail. The quantity must be such that one person can use or consume it all. (For instance, 100,000 condoms would not fit in this category unless you are Bill Clinton. Likewise, a bachelor would have quite a bit of explaining if he claimed 20 bras for personal use.)

2. We will address donated items for non-personal use.

3. You must have a Letter of Donation in original form (not fax or photocopied) addressed to a recognized Romanian foundation (see below). It can be in English but must contain the following information:

  • Description of item
  • Quantity
  • Unit of issue (bottle, box, each, etc.)
  • Value declared for customs
  • Net mass (weight in kg)
  • Gross mass (weight in kg) including box and packing material
  • Condition of Livery (e.g. F.O.B., or C.I.F. Bucuresti)

4. You must have a Letter of Quality and Conformity in original form. This must come from the donor stating that the items are of internationally acceptable quality and approved by the FDA or similar agency if not sent from America.

5. You must have a Letter of Acceptance by the adressee. It should contain phrases such as: "Mentionam ca produsele vor fi inregistrate in evidentele contabile ale fundatiei si nu for face obiectul comercializarii. Sunt pentru folosul..."

6. You must have the packing list including the following items:

  • Description of item
  • Quantity
  • Unit of issue (bottle, box, each, etc.)
  • Value declared for customs
  • Net mass (weight in kg)
  • Gross mass (weight in kg) including box and packing material
  • Expiration date (if medical)

7. If item is medical, take items 3, 4, 5, and 6 to the Ministerul Sanatatii (Phone 3150.200 ext. 484), Str. Ministerului, Bucuresti. Enter the door, go down the corridor to the left of the stairway and enter the last room #38 on the left. Steps 1-7 must be done 1 week before the items physically arrive. The NGO coordinator must give you either an Aviz favorabil or a letter of Accord AND a letter of Abilitare. If the item by that manufacturer is not already in use in Romania the medication must be analized. This might take considerable time, so make sure that an item is already in use before it is sent from overseas. Also, note that Otopeni does not have any official refrigeration facilities. They have one regular size refrigerator and if the box doesn't fit in there, you will have difficulties. If item is food, take items 3, 4, 5, and 6 to the Ministerul Agricutura off of Piata Universitatii (they may have moved). Any quantity of food transported by airplane will most likely qualify as individual use unless you transport an entire 463L air pallet.

8. Obtain Actele from you foundation, specifically:

  • Statutul that declairs that it is a non-profit organization
  • Codul Fiscal
  • Hotarare Judetului de Infiintare
  • Account number of their official bank account in lei.
  • Rubber stamp. (of course)

9. Ensure that the AirWaybill is addressed to the foundation, not to an individual.

10. Take items in 3, 4, 5, 6, 7,(if medical or food) 8, and 9 to customs. Paperwork must be to them by noon..

11. Remember to cover items 1-9 in prayer!
