How do an American and a Romanian get married?

...in Timisoara or Bucuresti

The civil marriage must be performed in the Primaria of residence of the Romanian.

American needs:

1. passport
2. original birth certificate
3. notarized translation of birth certificate
4. notarized permission from the American embassy (cost: about $60)
5. notarized statement saying that you have not been married before. It must include date of birth, your marital status, names of both parents, whether you have been married before and name of bride. (cost: about $5) (This is not on the embassy's list of things to do, but IS necessary in Bucuresti.)
6. medical exam certificate (STD, Aids, etc cost: about $100)

Romanian needs:

1. bulletin with correct address or "flotant"
2. birth certificate (original and a copy)
3. medical exam (same. Cost: about $8)

With these, you go down to the Primaria and pay about $2. After 2 weeks, all this should be ready.
